OTTAWA - Public Safety Minister Vic Toews has renewed his threat to legislate or regulate an end to the registry of long-gun sales in paper ledgers, but he won't say when he'll pull the trigger on it.

"I'm not going to comment directly on when legislation or regulations will be brought in, but we will act as is necessary," Toews said Wednesday.

The minister says it's still his intention to end the provincial practice of forcing gun shops to maintain paper-ledger records of rifle and shotgun purchases.

Toews praised New Brunswick for announcing Tuesday that it would stop trying to track long-guns sales on its paper ledgers in order to comply with the federal law that abolished the long-gun registry last month.

"New Brunswick, for example, has made it very clear that they are prepared to respect the will of Parliament," he said.

Toews says he's still waiting for Ontario to get the message.

"Quite frankly, I'm surprised CFOs (chief firearms officers) would somehow rely on some kind of a general empowering section of legislation that is specifically contradicted by the legislation that we have put forward," he said.

Ontario's CFO insists the ledgers aren't affected by Bill C-19, which abolished the federal registry, and are one of the "reasonable conditions" the Firearms Act says he can attach to a gun shop's licence to operate.

Similar requirements are in place in Nova Scotia and P.E.I.

The Harper Government Tables Proposed Regulations Related to the Firearms Act


Ottawa, June 13, 2012 - Today, the Honourable Vic Toews, Minister of Public Safety, tabled in Parliament proposed Firearms Information Regulations (Non-Restricted Firearms) so that businesses would not be required as a condition of a licence to collect and keep point-of-sale data with respect to long guns. The Ending the Long-Gun Registry Act repeals the requirement for law-abiding duck hunters and farmers to register non-restricted firearms and these proposed regulations will ensure that a long gun registry is not created through the back-door and the will of Parliament is respected. "Our Government has successfully passed legislation to scrap the wasteful and ineffective long-gun registry once and for all," said Minister Toews. "The regulations we are proposing under the Firearms Act will ensure that a long-gun registry will not be created through the back door and the will of Parliament is respected."

"Our Government stands up for law-abiding Canadian duck hunters and farmers, which is why we put an end to the wasteful and ineffective gun registry once and for all," said Candice Hoeppner, Parliamentary Secretary to the Minister of Public Safety. "These proposed regulations will no longer require businesses to collect and keep this point-of-sale data for non-restricted firearms." While businesses would continue to be able to keep normal business records, they would no longer be required to keep the information that identifies the buyer of a non-restricted firearm. This will eliminate the potential for the re-creation of the federal long-gun registry.

Toews moves to end retail record-keeping on long guns

Public Safety Minister Vic Toews is moving to bar what he calls "back-door" gun registries.

Toews tabled proposed regulations in Parliament on Wednesday that say firearms dealers would not be required to collect and keep data on long gun sales.

Recently passed legislation ended registration of most rifles and shotguns and directed the RCMP to permanently destroy more than seven million files on firearm ownership.

However, provinces have required gun dealers to record information about sales for decades.

Ontario Premier Dalton McGuinty said last month the province wanted stores to continue collecting the name and address of those who buy guns.

The new federal regulations say a business cannot be forced, as a condition of its licence under the Firearms Act, to collect or record information about most long-gun transactions.

Toews says the regulations would eliminate the potential for the revival of the long-gun registry, which he said would "attack the rights of law-abiding hunters, farmers and sport shooters."
