RESOLUTION
To work around this problem, make sure that the Windows Media Encoder is running.
Check the port number that the encoder is using for the stream. This port number is listed at the bottom of the encoder in the stream reference section. Also check the port number in the Windows Media Administrator for the multicast station's stream source. The port number for the stream source on the server and on the encoder should be the same.
Make sure that the network between the encoder and server is reliable.
Or Use Avot Media to view YouTube videos on your device. It's free. And you can try m.vtap.com which can be used to search and stream videos from a large number of sites and in many different formats.

Можешь использовать проги от AVOT Media халявная прога или m.vtap.com ну или настроить по инструкции (по отзывам инструкция идиотизм) проверить в Windows Media Encoder порт выставлен ли он вообще и разрешеон ли он в Windows Media Administrator как порт для стриминга видео. Заодно узнать по какому порту гонит видео ютуб и его там выставить.
